The Tailored Education policy aims to tailor education to every learner, with a strong focus on inclusive education (‘mainstreaming’ in mainstream schools). It aims to decrease the number of learner labels and to focus on learners’ abilities, talents and learning needs. 

As a result of the policy, the organisation of educational support has become less complex and more flexible. This allows more learners to benefit from support.

The change in structure also envisioned a change in the classroom, so that more learners would receive the most appropriate support possible within the mainstream setting. 

To further improve the process, from 2020–2027 the government is implementing the Tailored Education improvement agenda and simultaneously working towards inclusive education.
