Lani Florian, Professor Emerita at the University of Edinburgh, emphasises the importance of collaboration at all levels of the education system. She discusses the need to address the diverse and overlapping needs of vulnerable learners and calls for professional learning that is reflective, developmental and context-sensitive.

The project has produced roadmaps, which are designed as strategic, flexible tools to guide system improvements, foster collaboration and support shared decision-making among ministries, municipalities and education providers.
